I think the electoral body would have to be constricted to the governors. The model tends to work only with our current state/federal system, where the state governors are appointed in exactly the same way as the federal governor, with more or less the same powers, and without being subordinate to any other governor, state or federal.

Anyway, I agree with you, although I wonder if the group of electors should be much larger, with, say a 2 thirds majority vote.
